YUMA COUNTY BOARD OF SUPERVISORS MINUTES: June 30, 2026 Special Session The Yuma County Board of Supervisors met in a Special Session on June 30, 2026 The meeting was held at 198 South Main Street, Yuma, Arizona. At 9:02 a.m., Chairman Stuart called the meeting to order. Board members present: Lenore Loroa Stuart, Lucy Shipp, Robert J. McLendon, Casey Prochaska and Marco A. Reyes. Staff present: Interim County Administrator Harold Aldrich, County Attorney Patricia Orozco, and Interim Clerk of the Board Sue Stallworth. Supervisor McLendon led the Pledge of Allegiance. Item C: CALL TO THE PUBLIC. Anne Smith, P.O. Box 747, Somerton, Arizona, submitted questions and comments on the Yuma County Request for Proposals for Rabies Control and Animal Control Services. CONSENT AGENDA: At 9:07 a.m., the Chairman convened a Joint Session of the Board of Supervisors and all Improvement and Special Districts Boards of Directors. Supervisor Shipp moved and Supervisor Reyes seconded to approve Consent Items Nos. 1 through 3 as presented. Motion carried. Approved items are: No. 1: Financial Services * All Improvement & Special Districts: Approve a budget transfer of $45,797 from the Improvement District Contingency Fund No. 1999 to other Improvement District funds to cover deficit budget balances for Fiscal Year 2002-2003 per the attached spreadsheet. No. 2: Public Works * Del Sur Estates Improvement District No. 87-1: Authorize and approve a budget increase of $5,536 Debt Service Fund No. Y1544-999-00. No. 3: Public Works * El Prado Improvement District No. 97-10: Authorize and approve a budget increase of $34,189 Debt Service Fund No. Y1545-999-00. At 9:08 a.m., the Chairman adjourned the Joint Session with all Improvement and Special Districts Boards of Directors and continued as Board of Supervisors in Special Session. Supervisor Shipp moved and Supervisor Reyes seconded to approve Consent Items Nos. 4, 5a and 5b as presented. Motion carried. Approved items are: No. 4: Adult Probation: Approve and authorize a modification of budget authority for the Drug Enforcement Account reflecting an increase of $6,031 for Fiscal Year 2002-03. No. 5:Court Administrator: No. 5a: Chairman to sign the Fiscal Year 2003-04 lease agreement with Jim D. Smith for the Judicial Assistance Unit in the amount of $750 per month for 750 square feet of office space located at 160 South 3rd Avenue, and; No. 5b: Chairman to sign the Fiscal Year 2003-04 lease agreement with Jim D. Smith for the Law Library in the amount of $1,600 per month for approximately 2,500 square feet of office space located at 219 West 2nd Street. At 9:09 a.m., the Chairman recessed and then reconvened at 9:16 a.m. Supervisor McLendon moved and Supervisor Prochaska seconded to authorize an Executive Session to be held pursuant to Arizona Revised 38-431.03(A)(1), and recess Special Session. Motion carried. The Chairman recessed the Special Session at 9:10 a.m, and following Executive Session, reconvened at 11:31 a.m. DISCUSSION AGENDA: No. 6: Action regarding the recruitment for a County Administrative Officer as follows: No. 6a: Discussion and possible action as necessary, per discussion during Executive Session. Supervisor Shipp moved and Supervisor McLendon seconded to select the semi-finalists for County Administrative Officer as Candidates A, B, C and D, and authorize Shannon Executive Search Associates to contact the semi-finalists for formal interview on July 10, 2003, or July 7, 2026 for Candidate C as necessary. An alternate semi-finalist is Candidate E. This candidate will be invited for a interview only if A, B, C or D are withdrawn from consideration. No. 6b: Review of Recruitment Process. David Harris, Shannon Executive Search Associates, and Yuma County Human Resources Director Hoyl Belt explained the typical interview process. The Board's discussion indicated support for an "interview only" process as described and recommended by Mr. Belt and Mr. Harris. No official action was taken. No. 6c: Confirm dates for formal interviews and assessment process. The Chairman directed staff to arrange the July 10, 2026 Special Session to begin at 8:00 a.m., with private interviews to be conducted in Executive Session at 9:00 a.m., 10:30 a.m, 1:30 p.m, and 3:00 p.m., and to arrange for a private interview, as necessary on July 7, 2026 in an Executive Session. Also, the follow up interview of the finalists will occur on July 24, 2003, not July 21, 2003, with an evening reception. No official action was taken. No. 6d: Discuss reimbursement of travel expenses for candidates. The Board's discussion supported authorizing travel reimbursement for the semi-finalists in accordance with the Yuma County Travel Policy, to include round trip air fare, one night's lodging, and car rental, as necessary. No official action was taken. There being no further business, Supervisor Shipp moved and Supervisor Prochaska seconded to adjourn until July 7, 2003. Motion carried. At 12:13 p.m., the Chairman adjourned the meeting.
